I couldn't really paste here, the text looks garbled, most likely because for your keyboard layout, the VKEY_OEM_3 key appears to be a "dead" key that produces a combining accent of some sort. I am not sure if the change you link to is what introduced this broken behaviour or German keyboard, Gnome/Mutter window manager Long story short, I am not sure what the fix would be, it appears ke圜ode is broken in Chromium and does not equal to the code of the key you pressed.
